Has anyone ever installed these before I just can’t wrap my head around on how to get these on it says they were from a 94 intruder 1400 I have a 96 intruder 1400

I think you need the mounting plate as well.

you are missing the most important part. It is the Large Bracket that attaches to the frame under the Engine ( as does the Stock Footpeg Mounting Bracket does) and also incorporates the Kickstand Mounting.

Here's a picture of what the control items you have look like mounted to that Bracket.

Thanks for the reply luckily they still had the mounting bracket when I went to check right nor $45 well spent.
