Do I need to have a luggage rack on the bike before I would install it?

Yes, but I've seen it cheaper than that, Especially if you don't need the backrest.(which isn't very stable anyhow)
No, but it helps.
Bear in mind it's not fiberglass, but cheap ABS plastic. It's still fairly sturdy, but not for supporting a passenger's weight leaning on it. Also doesn't have the best fit and finish and not very water tight. But, you get what you pay for.

So I would have to get rid of the sissy bar to install this one?
I need to get a small luggage rack or a small storage box like that one.
I like to find one that is easily removable and attaches right to the sissy bar.

Easily removable depends on how you attach it. Givi makes a quick detach top case and rack that fits virtually any bike. They are pricey, however. It's gotten decent reviews on other sites I read...it's not fancy....but for less than 60 bux it's a bargain. You might have to monkey with the included brackets to make them work for you. Everyone's rack is a little different after all.

I started playing with the welder and some angle iron to make a bracket that slips over my sissy bar.

Bought a luggage rack from the flea market. Looking to buy a medium size trunk box with out the backrest.
