How can I remedy this:
Some users couldn’t be added as they do not have permission to read private messages.
There will be a time where you will no longer be able to use, "But...I didn't know!", as an excuse. And if you're exiled from society, well, you were warned.

Users have the option as to whether they want to receive emails / messages from other users. Maybe the people you are trying to message have this turned off?

It's written as such but I don't think this person has blocked anyone from sending PM's.
