Had my cousin follow me with his bike and he said when it starts sputtering he can smell raw fuel. Throughout the short trip I grabbed the clutch and went WOT. Even with the clutch pulled in it seemed as though I was hitting rev limiter but the revs were nowhere near high enough for that to be possible. At this point I'm kind of clueless

If what hillsy points out is true, that raw fuel smell would the the result. The air jets at the edge of the intakes feed the fuel jet emulsifiers, and make the fuel foam before spraying out the ports (needle jet, in this case). If that air is limited, you won't get a fine mist, but something more like rain, which doesn't burn well.

I had the same problem with my 96 vs800 and not sure which one solved the problem but all I did was adjust carbs, put about half a can uh seafoam in a tank of fuel and changed spark plugs. One or all fixed it right up!
I ain't done parking yet.
