Given the difficulties of removal of anything of solid nature inside the 1400 tank, (Ullage tube and the shape of the 1400 Tank itself) , I found it easier to use a length of Sash Chain inside to "scrape" the interior suffices, taped to the outside for easy removal.
THen wrap the tank in a small blanket and put it inside a dryer to get the chain to move over all the interior surface( with a "no heat" setting, of course)
