Does anybody know who makes specific custom handlebars for the VS1400?

You can use any 1" bar but will have to drill them out if you want to keep the internal wires.

What are you looking for, higher or lower?
If you have any type of electrical issue, have your battery load tested before you do anything else. Any auto parts store will test it for free.

I am looking to get a t-bar like 5" risers and a buckhorn on top, kinda like this.
